Building Incentive Programs


The following programs or incentives are available to residents and business:

  1. Tax Abatements
  2. Building Facade Improvement Program
  3. Waterwise Landscape Incentive Program
Retail and Industrial Tax Abatements are available under certain conditions.

Building Facade Improvement Program
PURPOSE:   he Building Façade Improvement Program is designed to encourage local businesses to make exterior improvements which enhance the appearance of their buildings… to better attract customers/visitors and to demonstrate the economic vitality of the community. The stated public purpose is to revitalize or improve economically distressed areas within Andrews.

INCENTIVE  $$:
I. The City of Andrews and Andrews EDC will reimburse up to 70%, or not more than
$7,000, toward the cost of building façade improvements to businesses located in the Local Retail, Central Business, General Commercial and Light/Heavy Industrial areas.
OR
II. The City of Andrews and Andrews EDC will reimburse up to 70%, or not more than
$10,000, toward the cost of building façade improvements to businesses located on Main Street and Broadway.

III. Additional funds, not to exceed $2,500, may be available for corner buildings where improvements will be made to multiple frontages. Requests for additional funding shall be reviewed by the Zoning Board on a case-by-case basis.

Waterwise Landscape Incentive Program
PURPOSE:  The Water Wise Landscape Incentive Program is designed to promote water conservation through “best practices” in landscaping by encouraging:

  • the installation of micro-irrigation (also called drip or low-volume irrigation) systems to existing lawns and/or shrubs and flowerbeds including systems which detect rainfall and employ water delay features; and/or
  • the installation (or conversion) of grass areas to xeriscape landscaping consisting of native/adapted plants and non-living, pervious xeriscape surfaces, including synthetic turf.
Property owners can experience major water savings while achieving an attractive landscape.  Other benefits include healthier lawns, shrubs and plants, less maintenance and significantly less water consumption.

REBATE $$:  The City of Andrews will rebate existing residential and commercial water customers 50% of costs expended on Water Wise landscape materials. A minimum of 500 square feet is required or 50% of the applicable yard area (i.e., front or back) if the total area is less than 1,000 square feet.  

The maximum amount of reimbursement is $3,000 per water customer.  The monies are available on a cost-reimbursement basis; no funds will be paid “up front” or advanced prior to completion of the landscape installation/construction.  Projects must be completed within 90 days of approval.

FUNDING IS LIMITED.  Funds are appropriated by the City Council on an annual basis.  Funds for the Water Wise Landscape Incentive Program are available, until exhausted, on a first-come, first-served basis.

As an incentive to residential home builders and developers, the City of Andrews will reimburse the water tap fee for builders/developers installing micro-irrigation systems.

Improvements which are located on properties with outstanding property taxes or City-related liens are not eligible for incentive funding.
