Roofing Requirements

THE 2011 BUILDING CODE STATES:   EXISTING SHINGLES MUST BE REMOVED BEFORE NEW ROOFING IS INSTALLED. (YOU ARE NO LONGER ALLOWED TO PLACE NEW SHINGLES (OR METAL ROOF) ON TOP OF EXISTING ROOF.

Any work involving new roofs and re-roofing does not require a permit; however, a permit is required if changing the framing or the pitch of the roof.  Homeowners that homestead residential property may do the work themselves only if the Appraisal District indicates a homestead exemption. All other roofing permits can only be issued to a registered general contractor.

Metal Roofs
Any metal roof installed within the City must be a standing seam metal roof with a minimum of 26-gauge material or thicker. All roofing material must have a factory applied finish designed to withstand rust and corrosion. The factory applied finish must be earth tone in color. Corrugated materials and bright finishes such as galvanized or zinc are expressly prohibited. 

A permit is required if changing the framing or the pitch of the roof.

If the work is done by someone other than the homeowner, the contractor must be registered with the City of Andrews.

Shingles may not be placed in the dumpster or in the alley for pickup.  Contractors are required to make arrangements for disposal of old shingles and construction materials.
