The City of Andrews was incorporated on February 2, 1937.
The City is a Home Rule city and the City Charter and Council-Manager form of government was adopted in 1956.
City Charter Sec. 13
"The Mayor of the City of Andrews shall be recognized as head of the City government for all ceremonial purposes, and by the Governor of the State of Texas for the purpose of military law, and shall preside over the meetings of the City Council and perform such other duties consistent with the office as may be imposed on him/her by this Charter and ordinances and resolutions passed in pursuance hereof. He/she may participate in the discussion of matters coming before the Council, but shall be entitled to a vote as a member thereof only when necessary to break a tie vote of the Council, and shall have no veto power."

Steve Eggleston is the City Manager. His service to the City began on March 1, 2010 as Director of Finance & Administration. He was appointed City Manager on July 1, 2018. He is responsible for the administration of all city business placed in his charge by the City Charter and reports to the City Council.
