Welcome to Andrews, Texas!

The purpose of this site is to provide new customers with information about the utility services (water, sewer and sanitation) provided by the City of Andrews, Texas. Utility payments are due by the 15th of each month and may be paid locally with cash, check or money order. We also have the capability of automatically drafting your checking account for your utility payment, which is done on the 16th of each month. Payments can also be paid online with a credit/debit card by going to the EZ-NETPAY system. There is a convenience fee charged for this online service.

Water

The City of Andrews adopted Ordinance No 1375 effective September 14, 2006 prescribing the rates to be charged by the city for domestic and industrial water service. The minimum monthly water rate for these customers residing within the city limits is $8.00 for each unit using water. This is a fee that the City of Andrews charges for making water service available and does include charges for the first two thousand gallons of water used. The charge for additional water used is: $1.40 per thousand gallons of water used. Customers residing outside the city limits are not eligible for City services at this time.

There will be a base rate charge even when there is no water consumption by the customer.

Wastewater (Sewer)

Sewer rates were amended by the City Council on September 14, 2006 by Ordinance Number 1376. The flat rate for all residential and small business customers for waste water (sewer) service is: $10.00 per month for each unit served. If the unit is part of an apartment complex, the base rate is $8.75 per unit. Grocery stores and convenience stores are charged a flat rate of $11.25 per unit, while restaurants and vehicle wash facilities are charged a flat rate of $16.25.

Andrews does not charge an additional sewer rate that is based on water consumption as found in many cities, except for industrial use.

Industrial sewer service has a monthly charge of $37.50 for the first 200,000 gallons of water consumed by the customer each month. The charge is then increased by a rate of $.19 per thousand gallons of additional water used.

There will be a sewer charge even when there is no water consumption by the customer.

Effective June 1, 2004, Vacation Rates are no longer available. Please inquire at the Water Office Customer Service Department for additional information.

Trash (Sanitation)

All residential and commercial establishments are required to pay the trash collection and landfill dumping fees as provided by City Ordinance #1341 that was passed on Sept. 24, 2004. The City provides one 3-yard container for every four residential units that are picked up twice a week. City Ordinance established a fee of $9.15 a month for the trash collection and $5.75 per month for the landfill dumping for residential service.

Effective June 1, 2004, Vacation Rates are no longer available. Please inquire at the Water Office Customer Service Department for additional information.

(6) Special Accounts: If a customer has special conditions that require a special container location, size, or service, the following rates will be charged:

Additional Charges

There is a $50.00 deposit required for all new customers who apply for utility service. This amount will be applied to your final month’s bill when service is disconnected.If you transfer within the city, your deposit will transfer with you, provided you are not needing services at both locations for more than seven (7) days.

Bills are mailed on the 1st of each month and shall be due and payable on the 15th of the same month of the billing. The City of Andrews provides our services for any turn-offs / turn-ons for emergency work at no cost to the customer. A late charge does apply in the amount of $10.00 on all accounts not paid by the cut-off date. Delinquent accounts that have not been paid will be turned off before the end of the month. Payment for current and delinquent accounts must be paid by: CASH, MONEY ORDER OR CHECK. The City does not take credit cards.

In the event that an account becomes delinquent, customers may visit with our office manager to make other arrangements to pay out the delinquent amount.

Other Information

The City of Andrews has initiated a state mandated backflow prevention ordinance as required by chapter 291 of the Utility Regulations. City Ordinance #1271 as enacted on December 14, 2000, requires backflow and cross-connection control, including registration and fees, for the continuance of water service to protect the public potable water supply from the possibility of contamination by isolating such contaminates within the customer's internal distribution system.

The purpose of this ordinance is to protect the water supply of the City and it's citizens from harmful contaminates and pollutants. Backflow devices are necessary on all water taps and irrigation systems to prevent water from re-entering the City's water system should a main water break occur. When service is established, our service technician will meet the customer at their new location to inspect the home or business. The Technician will check all outside faucets as well as bathroom toilets to ensure backflow devices are in place. If a sprinkler system is being used, a certified inspector will need to come in and certify the sprinkler system is in compliance and then re-inspected annually. Once the customer is in compliance, water services can begin.
