City revenues per capita typically fluctuate with the price of oil as seen through its sales tax receipts. Sales tax receipts increased 18% in 2014 due to an increase in oil prices and a large one-time grant from the Department of Housing. Since 2014, sales tax receipts decreased 3% in 2015 and 28% in 2016 as the price of oil dropped. Sales tax receipts increased 1% in 2017 as oil prices began to slowly increase. Expenditures per capita have increased in the last three years due to increased costs associated with the City's new $26 million truck reliever route and $7 million water treatment facility. 



The City's property tax rate of $.1890 per $100 valuation remains the third lowest among cities in Texas with a population over 10,000. The tax rate is the same for the ninth consecutive year and marks the thirteenth year the rate has been below 20 cents.
