City revenues per capita typically fluctuate with the price of oil as seen through its sales tax receipts. Sales tax receipts increased 43% in 2012 due to an increase in oil prices and as a result of the City voting to increase its sales tax rate .25% to build and maintain a truck reliever route around the city. Sales tax recipts increased 18% in 2014 due, again, to an increase in oil prices and a large one-time grant from the Department of Housing. Expenditures per capita have increased in the last two years due to increased costs associated with the City's new $26 million truck reliever route.
The City's property tax rate of $.1890 per $100 valuation remains the second lowest among cities in Texas with a population over 10,000. The tax rate is the same for the seventh consecutive year and marks the eleventh year the rate has been below 20 cents.
