Andrews City Council



City Council meets at City Hall, 111 Logsdon, at 7:00 p.m. on the second and fourth Thursday of each month. For your convenience, an agenda will be posted within 72 hours of each Council meeting. A minutes table of the last 15 meetings is also available on-line. 

The City of Andrews currently operates under a Council-Manager form of city government. City Council members are elected by cumulative vote. The Mayor is elected by single-vote majority. Each Council Member has one vote, with the Mayor breaking tie votes only. Candidates for the positions of Mayor and two Council positions will be elected in May, 2010. Candidates for three Council positions were re-elected in May, 2009.

Andrews has "held its own" in the most recent economic downtown despite a national and international recession and steep decline in oil and gas prices. Following a year in which Andrews was the fastest growing micropolitan area in Texas (ancd second fastest growing in the nation), the City of Andrews continues to see a "trickle" of growth with about forty new water customers since October 1, 2008. This is no small accomplishment!

We remain committed to the fiduciary responsibility that we have in managing public resources. The Long Range Financial Plan, initiated in 2001-02, ensures that quality of life issues are pursued while preserving the financial integrity of the City. Long-term needs are met through "pay-as-you-go" fiscal policies. Depreciation is fully funded, and the City has zero indebtedness. The City also operaes with a lower-than-average ratio of personal costs to total operating expenses. The approved FY2009-10 Budget, which has been posted on-line, provides for the efficient and effective delivery of municipal services. A copy of the budget is available for your review in the lobby of the City Hall.
