The Council APPROVES blocking NW Ave D between NW 3rd Street, NW 1st Street and Main Street from 3:00 P.M. until the parade is over on September 25, 2009.  The parade begins at 4:30 P.M.  In addition police escort will be provided on Main Street for the traditional parade following the usual route.

Council Member Flora Braly led a discussion to determine Council Members’ wishes regarding the use of the Andrews Senior Center.  Commissioner Jim Waldrop also participated in the discussion.  Council Member McCormick stated that previous senior center directors had opposed use other than by the Senior Center, but he felt proper use by non-profits could be beneficial.  He suggested that the Board adopt rules regarding agencies use and that the board retain the right to always make the final determination regarding use by an agency.  Mayor Zap stated that he remembered that funds had been provided for the new Center with the provision that use by other agencies would be allowed at times the Andrews Senior Center was not scheduled for use by seniors.

City Manager Hackler presented an update on recently passed legislation regarding cell phone use in school zones.  Staff plans to obtain and install signage that complies with standards adopted by the Texas Department of Transportation at each school crossing zone in the city in order to inform drivers of the prohibition regarding using a wireless communication device while operating a motor vehicle in a school zone.

Mayor Zap closed the meeting for executive session at 7:40 P.M. under Government Code §551.072 (acquisition of property) truck reliever route.  Mayor Zap reopened the meeting at 8:25 P.M.
