Mayor Zap opened the public hearing on the proposal to increase total tax revenues from properties on the tax roll in the preceding year by 3.97%, setting the tax rate at $.1890 per $100.  No citizen was present to speak regarding the tax rate.  Mayor Zap closed the public hearing.
